Data Privacy & R.A. 10173 Compliance

Privacy Policy

Transparency by design. Ley de Zamboanga is an open civic platform built to respect citizen privacy — zero accounts, no tracking cookies, and zero personal data profiling.

Policy 01

Zero Personal Data Collected

Ley de Zamboanga is designed as an open civic utility. You can search, read, and explore all Zamboanga City ordinances without creating an account or revealing your identity.

What We DO NOT Collect
  • Names, email addresses, or passwords
  • Phone numbers or mailing addresses
  • GPS coordinates or location tracking
  • Government IDs or personal profiles
Anonymous Public Access

Every citizen is granted full access to search ordinances, view plain-English ELI5 summaries, and inspect penalty tables without registering or logging in.

If you voluntarily contact the developer via our Contact Form or email, we will only use your email address to reply to your inquiry. We never sell, share, or store contact details for marketing purposes.

Policy 02

Local Caching & PWA Storage

Ley de Zamboanga is engineered as an offline-ready Progressive Web App (PWA) to ensure fast load times, even on weak mobile connections.

To enable instant searching and offline accessibility, your browser saves certain data locally on your device (using standard browser technologies like localStorage, Cache API, or IndexedDB).

What is Stored Locally on Your Device
  • Cached ordinance search indexes for rapid keyword filtering
  • Downloaded PDF copies of ordinances you recently opened
  • UI display preferences (e.g. active filters or view modes)
Your Full Control Over Local StorageThis cached data remains 100% inside your own web browser and is never uploaded to remote profiling servers. You can clear this cached data anytime through your browser's settings under Clear Browsing Data / Site Data.
Policy 03

Anonymous Analytics & Cookies

We do not use advertising cookies, retargeting pixels, or cross-site tracking scripts.

To monitor system performance, server uptime, and understand which ordinances are most frequently referenced by citizens, we use privacy-friendly web analytics (such as Vercel Analytics or basic server access logs).

Privacy-Safe Telemetry Standards
  • No IP Profiling: IP addresses are anonymized or masked at the network edge before logging.
  • No Persistent Identity Cookies: We do not track your activity across other websites or build advertising profiles.
  • Aggregated Counts Only: Web metrics only measure total page visits, popular search terms, and server latency.
Policy 04

External Links & PDF Hosts

Official PDF files of City Hall ordinances are stored on secure cloud document infrastructure or linked directly from government portals.

When you open or download an official PDF scan, your request is served securely via high-performance cloud document stores (such as Cloudflare R2, Supabase Storage, or the Zamboanga City Government Portal).

Third-Party External Links DisclaimerOur website contains external hyperlinks to official government websites (e.g. zamboangacity.gov.ph, pao.gov.ph, ibp.ph). Once you leave Ley de Zamboanga to visit an external website, your interaction is governed by that external site's privacy terms and web protocols.
Policy 05

Data Privacy Act of 2012 (R.A. 10173)

Ley de Zamboanga operates within the Republic of the Philippines and respects the privacy rights guaranteed under Republic Act No. 10173 (Data Privacy Act of 2012).

Although the platform does not process or collect personal data from visitors, our data governance adheres strictly to the core statutory principles outlined by the National Privacy Commission (NPC):
