The "Source of Truth" Rule
This repository uses AI parsing and Optical Character Recognition (OCR) to convert scanned, historical City Hall PDF documents into searchable data.
Many Zamboanga City ordinances date back decades. Scanned PDFs may feature hand-typed legalese, aged paper, blurriness, or hand-stamped seals.
OCR algorithms may occasionally misread faded characters (e.g. fine amounts or dates), and AI models simplify complex clauses for readability.
The original PDF document scan on the official Zamboanga City Government Portal or certified paper copies issued by the Sangguniang Panlungsod (City Secretary Office) serve as the sole official, legal source of truth. Always verify texts against the original PDF link provided on every ordinance page.

Data Completeness & Missing Source Files
Ley de Zamboanga indexes official municipal legislative titles and metadata listed on the Zamboanga City Government regulatory portal (zamboangacity.gov.ph).
However, due to source portal limitations, several ordinance records on the official municipal site either lack downloadable digital PDF files, contain private/restricted access permissions, or feature broken download links.
Key Clarifications on Incomplete Data:
- Metadata vs. Full Text: An ordinance listed without a PDF in our database indicates that the digital file was unreleased or unavailable on the city portal when scraped.
- Legal Force: The absence of a digital PDF on this site or the city portal does NOT invalidate an enacted city law. Certified printed copies are maintained physically at the City Hall Sangguniang Panlungsod archives.
- Community Crowdsourcing: We welcome contributions! If you are a lawyer, law student, civic researcher, or citizen who possesses verified physical or scanned PDF copies of missing ordinances, please help us complete the archive by submitting a copy via our contact form.
